Personal Licence for Scotland

To authorise the sale of alcohol in Scotland, you must hold a Personal Licence issued by your local Licensing Board.

The application process involves three simple steps.

Step 1 – Complete the Training

You must complete the Scottish Certificate for Personal Licence Holders (SCPLH) course and pass the exam.

Step 2 – Receive Your Certificate

After passing the exam, you will receive your SCPLH certificate, which is required to apply for your licence.

Step 3 – Apply to Your Local Licensing Board

You can then submit your Personal Licence application to your local Licensing Board, including your certificate and supporting documents.

Once approved, you will be legally authorised to supervise alcohol sales in licensed premises in Scotland.
